In this regard, the researcher has reached the conclusion that regardless of the relative applicability of the foundations of the theory of international responsibility of the state in international law in this feature, if the Chinese government, as the most natural cause of the spread of the virus, had acted in accordance with the above-mentioned regulations, we would not be facing an exponential trend of the spread of the virus today; Of course, the actions of other governments in this regard are also worth considering and discuss the common responsibility in this literature; In addition to addressing the basic dimensions of the issue, from a positive point of view, a lawsuit in the International Court of Justice has been feasible.
