دامنه مفهوم تروریسم در پرتو نظریات امنیتی لیبرالیستی

A good many of countries has been contending with terrorist crimes since last century. As states have security concerns over this crimes, the concept of terrorism is associated with strategic policies of states. The key question of authors in this research is the position of this concept in the light of security concerns of liberal-democratic states. Owing to overuse of this term by liberal-democratic states at international level, liberal theories of security has been used in this paper as theoretical framework. It has been hypothized by authors that the concept of terrorism depends on the hegemon state’s policies at international level and alteration of the hegemon’s strategy has significant impacts on some legal concepts such as terrorism. Assessing this hypothesis, authors employed analytical method to explore effects of defensive & offensive liberal approaches on the concept of terrorism. It has been concluded in this research that terrorism, considering defensive approach, is a threat against rudimentary values of liberalism and therefore liberal states must fight against this threat through consensus and cooperation via international institutions and mechanism of criminal justice. On the other hand, offensive approach converts this term from a legal concept to a device for strict combats against unliberal-democratic states.
