Economic analysis of the development in legal planning is an interdisciplinary study between law and economics in which economic methods and tools are used to examine and design optimal planning in order to achieve development. Economic analysis is an approach to create opportunities and increase the insight of agents. It creates rights and it is considered as means, not a goal. It takes steps towards the optimal allocation of resources for optimal planning. Therefore, its design is important because we cannot achieve our goals with incorrect design. On the other hand, governments, as exercising public sovereignty and authority ; plan to achieve development in accordance with the constitution and upstream documents. The purpose of applying economic analysis in development planning is to identify the logic of planning in Iran's legal system and predict the future interactions of planning. Using the descriptive-analytical method, this article seeks to answer the question what the economic analysis of development planning is in the hierarchy of Iran's legal system and how the economic analysis helps development planning. Then, with employed economic tools such as efficiency, cost - Utility, monopoly and competition, balance and game theory, it will be analyzed. Research findings show that economic analysis increases the insight of planners and the possibility of measuring and comparing development plans in order to achieve the best and least. It enables the most cost-effective version of development (which includes the establishment of various laws) and finally, it becomes easier to set goals for the future.
