International Responsibility of Originating States of COVID-19 in Relation to its Global Spread

Epidemic diseases open up a wide variety of dimensions to international clothing. Corona, like some Greek words, has two meanings; both the crown and the aura. It is now global and has become the crown of the world and has brought everything to its aura. Examining the international responsibility of states, both the source state and the host states, has been a major concern in international law. The research method in this research, considering the aspects of the existing concepts and data, in the first place has been the documentary (library) method, which with an analytical and descriptive approach, in order to answer this main question, the responsibility between How will governments respond to the outbreak of epidemics, especially Covid? In this regard, the researcher has reached the conclusion that regardless of the relative applicability of the foundations of the theory of international responsibility of the state in international law in this feature, if the Chinese government, as the most natural cause of the spread of the virus, had acted in accordance with the above-mentioned regulations, we would not be facing an exponential trend of the spread of the virus today; Of course, the actions of other governments in this regard are also worth considering and discuss the common responsibility in this literature; In addition to addressing the basic dimensions of the issue, from a positive point of view, a lawsuit in the International Court of Justice has been feasible.
